Serco Under Soames

Operational excellence as identity: what the Serco turnaround reveals about how firms recover by narrowing their mission rather than broadening it.

Serco's recovery under Rupert Soames from 2014 is conventionally described as a turnaround through contract rationalisation, operational improvement, and management restructuring. This paper argues the deeper mechanism was identity reconstruction. Soames gave Serco a coherent answer to the question of what the company existed to do, and that clarity changed the behaviour of employees, clients, and investors before any specific operational improvement could be measured. The paper examines the identity reconstruction process, maps how it interacted with the operational turnaround, and draws implications for how firms in distress should sequence recovery actions.
